The Block Quote style is only used for display quotes (material taken directly from another source) that makes up one or more entire paragraphs.

It must not be applied as a character style to a piece of quoted material that forms part of a larger paragraph.

Block quotes have special handling in the XML so that they can be rendered as distinct from regular body paragraphs.
